Jaipur Becomes Hub for Commerce and Industry
On November 5, 2026, Commerce and Industry Minister Shri Piyush Goyal inaugurated the Vanijya Bhawan and Udyog Bhawan in Jaipur, making it the first city to house all departments and affiliated offices of the Ministry of Commerce and Industry at a single location. This initiative is a pivotal step towards creating one-stop centres aimed at promoting exports, investments, and internal trade, thereby facilitating businesses across the nation.
During the inauguration, Goyal emphasized the importance of this project as a catalyst for rapid action in implementing similar concepts across all state capitals in India. "These centres will serve as hubs to support industry and international trade, functioning as one-stop locations for activities related to the promotion of exports and investments," he stated. The initiative aligns with the vision of Viksit Bharat 2047, aiming to transform India into a developed nation by its centenary year.
Co-location of Offices: A Game Changer
The co-location of the Ministry's 46 organizations under one roof is expected to streamline operations and improve service delivery. Goyal called for the active participation of various stakeholders, including government offices, exporters, importers, and investors, to ensure the initiative's success. He noted that the objective extends beyond mere administrative consolidation; it aims to transform service delivery and simplify processes for businesses.
"We must break down organizational silos and work collectively to deliver better outcomes for businesses and citizens," Goyal urged, highlighting the need for improved coordination among the various departments under the Ministry. This collaborative approach is anticipated to foster a more conducive environment for trade and industry.
Digitization and Online Services by 2027
A significant aspect of Goyal's vision for the new centres is the complete digitization of processes. He announced that all applications for licenses, permits, and approvals must transition to an online platform by March 31, 2027. From April 1, 2027, physical visits to offices for these services will no longer be necessary. This move is expected to enhance efficiency and accessibility for businesses.
"Wherever physical verification of original documents is necessary, a small counter could be provided to facilitate verification and uploading of documents," Goyal explained. He also encouraged self-certification and greater trust in stakeholders, emphasizing that the government should demonstrate confidence in its citizens and businesses.
Infrastructure and Facilities for Enhanced Interaction
To support the new operational model, Goyal directed that adequate video conferencing facilities be installed at every co-located office. This will allow stakeholders to interact with officials from various organizations, even if they are not physically present at the co-located office. The provision for expanding video conferencing capabilities to accommodate more counters based on size and requirements was also highlighted.
The Ministry currently operates around 500 offices across the country, and while some large campuses will continue to function independently, the majority will be integrated into this co-location framework. Goyal's vision is to ensure that these centres not only serve the organizations physically located there but also facilitate services across all departments under the Ministry.
A Vision for Viksit Bharat 2047
The inauguration of Vanijya Bhawan and Udyog Bhawan is a significant milestone in India's journey towards becoming a developed nation by 2047. Goyal's commitment to citizen-centric governance underscores the government's responsibility to serve its citizens effectively. By creating a streamlined, efficient, and accessible framework for trade and industry, the initiative aims to empower businesses and foster economic growth.
As Jaipur takes the lead in this transformative initiative, the success of the Vanijya Bhawan and Udyog Bhawan model could pave the way for similar projects across other state capitals, ultimately contributing to the broader goal of Viksit Bharat 2047.
